Is this the same as a normal phone call?

No. These are WhatsApp calls over the internet, between your business number and a customer who uses WhatsApp. Ordinary phone calls are handled by the calling feature and a separate voice connection.

Can we call anyone on WhatsApp?

No. Calling eligibility follows WhatsApp’s own rules about who your business may call and when, the same way messaging windows and templates govern messages.
